As you may be aware, a new statute went into effect giving claimants the right to hire an attorney if a Notice of Disagreement is submitted after June 20, 2007. Prior to this new statute, claimants were not able to hire an attorney in the early administrative stage of their VA benefits claim, but only after a denial from the Board of Veterans’ Appeals.
